The coordination of Hungary's Science, Technology, and Innovation (STI) system takes place at the national level through the National Research, Development, and Innovation Office (NRDI Office). Hungary is currently recognized as a moderate innovator, as per the latest European Innovation Scoreboard (EIS) produced annually by the European Commission. The government's objective is to position Hungary as one of Europe's major innovators by 2030. This involves enhancing the value creation capacity of the innovation ecosystem and improving the productivity of the business sector. The National Research Infrastructure Committee (NRIC) plays a role in fulfilling the public duties of the NRDI Office, particularly in the sustainable development and internationalization of Hungarian research infrastructures. Aligned with the science domains classified by the European Strategy Forum on Research Infrastructures (ESFRI), the NRIC consists of distinguished Hungarian scientists who provide opinions and make proposals to government decision-makers regarding Hungarian research infrastructures.
The National Smart Specialisation Strategy (S3) for 2021-2027 was adopted in 2021 with coordination by the NRDI Office. Hungary has only a national Smart Specialisation Strategy. A notable shift from the previous strategy is the active involvement of government departments responsible for ICT, enterprise development, and innovation in the design of the new S3. Throughout the implementation of the strategy, the three sectors (ICT, SME and RDI) will maintain collaboration. The coordination of S3 in Hungary occurs at the national level. The National Research, Development and Innovation Office is entrusted with the responsibility of managing the implementation and monitoring of S3.

Support for Hungary's S3 Monitoring and Evaluation system
The Targeted Assignment of Hungary aims to support Hungary’s National Research, Development and Innovation Office (NRDI) in improving the monitoring and evaluation of the National Smart Specialisation Strategy (S3) for 2021-2027. The key challenges being addressed include inconsistencies in the existing monitoring framework, insufficient use of relevant indicators, and a lack of emphasis on territorial and international dimensions. The findings highlight the need for a more coherent intervention logic and better data collection methods. Recommendations include defining a set of context, input, output, and result indicators that align with the final versions of funding and financing instruments, improving data collection and analysis, and integrating international and territorial dimensions into the monitoring framework. Furthermore, the report suggests the use of digital platforms to enhance data collection and monitoring efficiency, drawing inspiration from practices in Romania and Catalonia.

These keywords, identified using AI and manually verified, highlight the key elements of each strategic priority as reflected in individual strategies.
These keywords, identified and associated through semantic AI algorithms and manually reviewed, support the search function by identifying topics related to each strategic priority. While a priority may not explicitly focus on these keywords, they provide meaningful connections. For exxample, agricultural terms might relate to circular economy priorities, such as biofuels or agricultural waste valorisation. Semantically associated keywords enable users to find regions with similar or related priorities, offering a starting point for deeper exploration of each specific strategy.
